No, your arm is over-exposed.

Use your Polygonal Lasso Tool to outline the arm, copy, paste. In the new layer, use the burn tool on the edges of the arm to add the illusion of shadow (match it to the light direction) and then either using Image > Adjustments > Variations or Image > Adjustments > Hue and Saturation change the colour to match the colour balance found (in this case) your face.
